Google Apps Script – how to best work with URLs in html

<?= ScriptApp.getService().getUrl() + "?item=xyz" ?>

It is important to use

return HtmlService.createTemplateFromFile('Index').evaluate();

and not to use

return HtmlService.createHtmlOutputFromFile('Index');
